Ready for EASA's 2028 FDM Targets?

From 1 January 2028, FDM programmes in Europe are measured. Find out where yours stands.

What EASA will expect

ED Decision 2025/020/R replaces the acceptable means of compliance for ORO.AOC.130 and SPA.HOFO.145 on 1 January 2028. It applies to commercial air transport aeroplanes with a maximum certificated take-off mass (MCTOM) of more than 27,000 kg and to offshore helicopter operations. The coverage target looks back 12 months, so 2027 is the year that counts.

60 / 80 %

Coverage

of flights flown in the past 12 months with valid data: 60 % with fewer than 20 aircraft in scope, 80 % with 20 or more.

22 days

Identify failed QAR

or 10 flights to notice that an aircraft has stopped delivering data, and 120 days to fix it.

22 days

Processing

for at least 80 % of collected flights to be processed, or before the aircraft flies 10 more times.

15 days

Validation

to validate at least 80 % of significant FDM events after they are first detected.

2 years

Retention

during which at least 80 % of flight data files stay re-processable by your FDM software.

4 key risks

Core FDM events

runway excursion, airborne collision, loss of control and terrain, plus airworthiness exceedances where the data allows.

A free 2028 readiness review

We look at your current programme, whoever runs it today, against the new guidance and tell you where the gaps are, in a short written summary:

  • Coverage against flights flown, per aircraft and fleet

  • How quickly a failed QAR is identified today

  • Time from landing to processing, and to validation

  • Data retention and re-processing

  • Your Event Definition Sheet (EDS) against the four key risks

  • Crew protection and the link to your SMS

Built for 2028, in writing

AeroSight FDM already shows programme KPIs from the EOFDM guidance on its safety overview, keeps a signed-off history of your EDS, and can send findings to your SMS.

The 2028 measures, from coverage against flights flown to failed-QAR alerts and processing and validation times, come to the platform before 1 January 2028. We put that commitment in writing when you sign, so a provider you choose now is one you will not have to replace in 2027.

Offshore helicopter operators face the same targets under SPA.HOFO.145.
